If you are interested in attending TLC, please follow these steps:
- Contact Veronica Smith, Family Involvement Specialist, at 704-377-8076 x209 to schedule an appointment.
- During your meeting with Ms. Smith, the following takes place:
- You will be asked to complete a pre-registration form; and
- You will receive a tour of TLC and detailed information on our program and parent requirements.
During this visit, Ms. Smith will answer any questions you might have about TLC. She will provide a timeline for you as well as the next steps of the enrollment process.
3. If you meet enrollment criteria and can fulfill the parent workshop and volunteer hour requirements, Ms. Smith will let you know of any openings for your child.If we do not have any openings, you may be placed on TLC’s Wait List. Or, if your child is four-years-old, we will provide information on how to enroll them at a different NC Pre-K site to ensure their school readiness.
The Learning Collaborative carefully selects families who demonstrate need and can meet our Family Support & Involvement requirements. Family is an important part of the TLC program because engaged parents raise successful students.
A significant factor in the selection of students is whether or not the family qualifies for free or reduced lunch. In addition, TLC considers several socio-economic indicators, transportation needs, and other factors in selecting families to enroll.
Completing a pre-registration form does not mean that your child will be enrolled.

ELIGIBILITY
The families enrolled in The Learning Collaborative Preschool and Family Support & Involvement programs must be a good fit with our mission. For this reason, a targeted approach is used in selecting families. Priority is placed on undeserved children from low income families. TLC is specially focused on first serving the children and families of the Grier Heights community in which we are located.
TLC screens all potential families using NC Pre-K application guidelines for income eligibility and service priority status. We enroll those who demonstrate the greatest need and can fulfill family requirements. We seek to enroll families who, in general, are facing the following barriers to school readiness: low income, no high school or GED achieved by parents, maternal age <18, substandard housing, inadequate transportation, lack of access to high-quality preschool, and children with potential developmental delays.
Personal interviews are a necessary and important part of the application process.
To be eligible for the NC Pre-K program, children must:
- Be four years old by August 31 and be eligible for kindergarten the following year.
- Be a resident of Mecklenburg County
- Meet the income requirements as set by the state of North Carolina.
- Children of active duty military families are also eligible.
