Judith Carter

Executive Director | Joined TLC in 1999

Judy’s leadership is at the heart of TLC.  She has a BS degree in Child Development from the University of North Carolina at Greensboro. Judy has extensive Director training from Charlotte-Mecklenburg Schools through NC Pre-K and has worked in the field of childcare her entire career.  Always deepening her knowledge of early childcare, she successfully completed the Child Care Resources Inc. Director’s Leadership Academy. Additionally, Judy earned certificates in Early Childhood Leadership and Marketing from JC Smith Metropolitan College. As godmother to a child with autism, Judy knows what it takes to be an advocate for children.  She provides the tools children of all backgrounds and abilities need to succeed in school and in life.

Pam Gray, CFRE

Pam Gray, CFRE

Development Director | With TLC from 2003-2010 & 2018-present

Pam has a deep interest in seeing that all children have an opportunity to succeed in school, which led her to first join TLC in 2003.  She stayed connected through the years and returned to lead TLC development and communications in 2018.  Pam has a BS degree in Communication and Media Studies from Illinois State University and has earned the Certified Fund Raising Executive (CFRE) credential. Seeing the children of TLC flourish and grow is a continual inspiration to her.  In her position, Pam works with donors, volunteers, friends, and organizations to secure the funding necessary to fulfill the TLC mission.

Veronica Smith

Veronica Smith

Family Support Specialist | Joined TLC in 1996

Veronica has a BS degree in Human Services from Gardner Webb University and the Family Support and Empowerment credential from Duke University.  She is trained in KIP (Keys to Interactive Parenting). She is a certified Triple P (Positive Parenting Practices) trainer and coach. Veronica takes pride in bringing new information and resources to TLC and coordinates the weekly workshops for the Family Support & Involvement program for TLC parents.  She enjoys networking and learning more from community partners about services to bring to TLC to empower parents as their child’s first teacher and strongest advocate.
